BHUBANESWAR: As the capital completes eight years of being a ‘smart city’ on Sunday, the mission has brought several changes in its infrastructural facilities as well as social aspects, but there are areas where the authorities are lagging behind in implementing its objectives, urban planners said.

Announced on January 28, 2016, the smart city proposal of Bhubaneswar was adjudged the best in the country for its financial viability and the feasibility in the execution of different planned projects. Though many projects could not take off or were dropped midway, a few others have made their impact.

The most ambitious project was the development of Bhubaneswar town centre district between Bapuji Nagar and Satya Nagar. A massive 985 acres of land was identified to take up development along the stretch under which a number of sub-projects were planned for execution.

However, many of the projects planned under the area-based development component of the smart city proposal could not see the light of the day.

One such project was Satya Nagar institutional core, a one-stop hub for organisation of high-level business and official meetings. Another was the lake neutral, a recreational hub for residents, which failed to take off.

Projects such as automatic traffic signalling system, which replaced the manual signals, and the sensor-based system have eased people’s movement at different junctions.

“We have constantly added new features, projects and initiatives in the smart city. A few projects which were not feasible for implementation were dropped and in their place, we brought new projects. So far, the implementation of the Smart City Mission in our city is going on very smooth and on time,” chief executive officer of Bhubaneswar Smart City Limited, Vijay Amruta Kulange, said.

Recently, the ministry of housing and urban affairs extended the Smart City Mission implementation period by one more year.

“It was supposed to be completed this year but in many areas, the authorities have failed in implementing projects like the public bicycle sharing system,” urban planner Piyush Rout said.
