Slum rehabilitation projects stalled for over 10 years get Maharashtra government’s push, ET RealEstate

MUMBAI: Ten slum redevelopment projects in Mumbai that have been stalled for 10-15 years will be taken up and completed by the Slum Rehabilitation Authority in a joint venture with BMC and other special planning authorities.

As private developers fail to deliver on the promised free housing to lakhs of slum residents, the government has decided to rope in local self-government bodies to complete the stalled projects. It is estimated that there is a requirement for 11 lakh affordable homes in Mumbai Metropolitan Region alone.

An eight member committee headed by the housing secretary will vet the projects to be redeveloped through the joint venture.

The state housing department on Thursday issued a Government Resolution (GR), allowing slum rehabilitation projects that have been stalled across Mumbai, Thane and the Mumbai Metropolitan Region to be completed in a joint venture with local self-government bodies as well as special planning authorities such as Mhada, MMRDA, Cidco and others.

According to the GR, the redevelopment of the stalled slum rehab projects will be funded entirely by the local self-government body or special planning authority. Neither the SRA nor the state government will provide any funding for these projects. Valuation of the existing construction will be done, and the local authority will pay the amount to the builder who had kick-started the project. Both the rehab and sale component are to be constructed by the local authority. Tenements under the sale component will be sold in the open market under the government’s ‘Housing for All’ programme. The funds raised from the sale of flats will be used to fund the project.

Most stalled projects identified for handing over to the local body are on land owned by the local body. However, before the handover of the scheme to the local body, it will be necessary to check the financial and technical feasibility of the scheme, states the GR.
