Now, Corp Ropes In Smart City Funds For Its Routine Projects, Real Estate News, ET RealEstate

THIRUVANANTHAPURAM: With the major projects envisaged under area based development (ABD) in Smart City scheme either dragging on indefinitely or failing to take off, the civic body is now piggybacking on the Smart City Trivandrum Limited’s (SCTL) funds for a slew of its projects.

The focus has now shifted from area based approach to utilisation of funds enabling the civic body to squeeze in projects which would otherwise surface in corporation’s budgets.

In many cases SCTL is being used to make up for the corporation’s failure in timely implementation of schemes. From dry waste collection chambers to crematorium, from beautification of sewage treatment plant premises to biomining of waste, SCTL is now being roped in for almost every work that normally comes under the routine tasks of the corporation.

The inordinate delay in smart road works and the bleak prospects for the project considering the technical hurdles in implementation has led to accumulation of funds that need to be diverted for other projects. As the Smart City project tenure ends by June 2024, the board is keen on diverting funds for other projects.

Recently, SCTL was entrusted with the work to establish a crematorium at Kazhakkoottam, five years after the civic body launched the project and failed to execute it. The civic body now claims that the work may be completed within four months.

At Palayam, SCTL has been directed to take up biomining as the civic body had failed to do proper maintenance of the aerobic bins. Due to that, waste had begun to pile up; and now the clean-up job rests with the SCTL. Installation of dry waste collection chambers, purchase of battery operated vehicles are now also being enlisted under the Smart City projects.

The members of the board keep shifting on a regular basis, and because of that there is barely any follow up on projects; which makes it easier to pick projects irrespective of whether there is anything smart about it, an official said.

Smart City was conceived with ABD projects and pan city projects. ABD proposals were conceived under five modules in nine wards while the pan city proposal includes integrated city management control centre (ICMCC) and unified e-governance portal.
