Govt’s Deemed Conveyance Proposal Finds No Takers, Real Estate News, ET RealEstate

PUNE: The state cooperation department has not received a single application for deemed conveyance from housing society members interested in self-redevelopment since June when the Maharashtra government directed officials to speed up the process.

The government resolution issued on May 31 this year made it binding on officials to issue deemed conveyance for self-development projects within 30 days after application as against the previous six-month deadline.

“There may be many housing societies planning to go in for self-redevelopment, but we have not received any query regarding deemed conveyance required for the self-development process,” a department official said.

According to data available with the state cooperation department, of the 1.20 lakh registered housing societies across Maharashtra, only 46,341 have conveyance deed.

An official from the department said many societies were keen on self-redevelopment, especially in cities like Pune, Mumbai and Thane. “As per the government direction, a deemed conveyance certificate will be issued to the applicant society after a month of issuing notice of hearing by the competent authority. However, awareness is still low in this regard,” the official said.

State housing federation officials said there was not enough clarity regarding the procedure and the state government should start a single-window system for such clearances.

Advocate Shreeprasad Parab, expert director of the federation, told TOI that the importance of self-redevelopment has finally been accepted by the state government.

“Members of the housing societies that are over 30 years old can opt for self-redevelopment. For this, a resolution must be passed in the general body meeting. Such societies not in possession of land conveyance certificate can make an application for the key document to the competent authority, which should grant the deemed conveyance certificate to such societies within one month after the application,” Parab said.

He said with the faster issuance of the key document, the societies opting for self-redevelopment would save on time, minimizing the cost for self-redevelopment.
