Sra Bill Set To Promote Pending Redevpt Projects, Real Estate News, ET RealEstate

PUNE: The proposed changes to the Maharashtra Slum Areas (Improvement, Clearance and Redevelopment) Act, 1971, will speed up pending slum rehabilitation authority projects in Pune and Pimpri Chinchwad.

The bill was tabled in the state assembly during the monsoon session on Monday. It proposes reduction of the lock-in period for slum rehabilitation authority (SRA) projects. The period, which puts a cap on the time period to sell SRA flats, has been reduced from 10 years to seven years.

A demand was made to reduce the period to three, but the state legal department objected and a decision to fix it at seven years was taken.

Officials said the changes will help speed up the process of obtaining consent from dwellers for projects in Pune and Pimpri Chinchwad. Out of around 302 SRA schemes in the cities, around 150 are pending.

“A number of initiatives taken by the state authorities for SRA’s promotion have helped. Steps like increasing the height of the buildings proved effective. The new changes will also be beneficial for scheme,” said Nilesh Gatne, CEO of SRA.

The authority is working on new guidelines since 2018 to improve the delivery of the projects and had given extension to the timeframe for its completion. The guidelines give powers to the authority to impose penalties or withdraw projects from developers, who fail to finish the work in the given timeframe. A proposal to reduce the lock-in period was approved in March by the state cabinet.

According to activists, transparency in SRA projects should be a priority. It will help make the scheme a success.

Vijay Kumbhar of Surajya Sangharsh Samiti said, “Issues like corruption must be resolved first. Steps must be taken to break the nexus between developers and civic officials.”

“The diligence and willingness of staff to complete the projects should be increased. The officials who will have knowledge of revenue department and also a sense of social justice should be inculcated in SRAs,” said Ramchandra Gohad, a senior urban planner.
