Sctl’s Rajaji Nagar Housing Scheme To Go For Retender, Real Estate News, ET RealEstate

THIRUVANANTHAPURAM: With less than a year for the Smart City project period to end, multi-crore projects are being slotted for retenders in a classic instance of lack of proper initiative and timely intervention by the concerned departments.

The housing scheme at Rajaji Nagar, which was touted as an ambitious welfare scheme by the corporation under Smart City scheme, is the latest project to go for retender. Smart City Thiruvananthapuram Ltd (SCTL) in the latest board meeting has decided to foreclose the present contract with the firm, which bagged the tender in 2020, and initiate steps for retender.

It has been specifically instructed that works shall be retendered in a phased manner and only after getting a hindrance-free site. The city corporation failed in ensuring a hindrance-free site in the last two years, despite several meetings to resolve the stalemate. The corporation could not reach a settlement with the residents who put up a strong resistance. The board meeting in September decided to carry out the project in a phased manner.

The company which bagged the contract had demanded an additional Rs 9.74 crore to compensate for its losses incurred due to delay in implementing the project. As per the latest decision, the contract will be terminated without invoking risk and cost conditions. SCTL has asked the corporation to take steps to relocate the residents and to hand it over the site.

The administrative sanction for the Rajaji Nagar housing project was given for Rs 60.8 crore. The work was awarded to the contractor in 2020 and the tentative date of completion was September 2022. The board meeting recently noted that SCTL failed to hand over the site to the contractors because the corporation was unable to relocate the occupants due to public resistance.

SCTL prepared a master plan considering the entire 12.6 acre at Rajaji Nagar settlement addressing all the prevailing issues in the area. The greenfield development is intended to be implemented in 3 phases. Phase-1 of this project is development of 2.81 acre accommodating 248 dwelling units in 8 G+3 buildings, 8 livelihood centres, one community hall & green open spaces for recreation. All these 8 blocks shall be well connected to the main road by access roads with proper street lighting & storm water drainage facilities. Each dwelling unit will have a hall (living cum dining area), 2 bedrooms (one bedroom with attached toilet), kitchen, 2 toilets & a balcony area. Each dwelling unit area will be 586sq ft.
