Residents of 23 merged villages press for UDCPR, Real Estate News, ET RealEstate

PUNE: Residents and local leaders of the 23 merged villages have demanded implementation of the Unified Development Control And Promotion Regulations (UDCPR) by the state government.

The real estate development in these areas has come to a halt as the development plan prepared by the Pune Metropolitan Region Development Authority (PMRDA) is yet to receive the final approval.

According to residents of Uruli-Phursungi, confusion has prevailed since the declaration of the new municipal council. “The absence of DP rules is creating hurdles in the approval of building permissions. It has put a brake on new constructions. So, we have approached the state government for implementation of UDCPR,” said Rahul Shewale, a resident of the merged areas.

According to the PMC data, the civic administration allots around 4,500 building permissions every year. These include permissions for new buildings as well as redevelopment. The scope of the building permissions is much higher under the PMRDA, which has over 800 villages under its jurisdiction. The total area under the PMRDA is 6914.26 sqkm. The population of these areas is 9.53 lakh as per the 2011 Census and is projected to grow to 40.74 lakh by 2041.

“The authorities should ensure that development is not halted. Even the gaothan areas and locations where the layouts have been sanctioned can benefit, if the UDCPR is allowed. Small property owners and developers are suffering due to complications in building permission rules in 23 merged areas,” said Rahul Tupe, a developer in Manjari.

“The PMC is giving building permissions to 11 merged areas, which were added in 2017. But even after the merger of 23 areas in 2021, the civic administration is not giving the building permissions because it is not the planning authority. The UDCPR can be implemented by default if the PMC is made the implementing authority. But since PMRDA has the rights to allot building permissions, a special approval is needed from the state government using the UDCPR,” said a senior PMC official.
