Property IDs misused in Karnal, finds audit report, Real Estate News, ET RealEstate

CHANDIGARH: The Haryana government had introduced property IDs to ensure transparency in the sale/purchase of properties in the state, but an audit report has pointed out that these IDs were misused in Karnal – the home constituency of Haryana CM Manohar Lal Khattar – for registration of properties in unapproved areas.

The recent audit by the office of accountant general (audit) pointed out that as per instructions issued in October 2022 by the additional chief secretary (ACS), town and country planning department, Haryana, there shall be no requirement of no-objection certificate (NOC) under Section 7A of the Haryana Development and Regulation of Urban Areas Act, 1975 in case of plots/properties forming part of layout plan of the approved colonies.

The audit compared the khasra/killa numbers mentioned in the sale deeds with those of the approved colonies and found that deeds were registered in the area beyond the perimeter of the approved colonies in some parts of Haryana.

In the revenue area of Karnal, it was noticed that in 272 cases, either property IDs of nearby approved colonies were mentioned in the sale deeds to be registered in the 7A notified area (beyond the perimeter of the approved colonies) to avoid NOC or property IDs were approved by the Karnal municipal corporation (MC) for the plots falling in unapproved areas.

“Thus, the revenue area Karnal considered the parameter of property ID instead of ensuring that the area to be sold was out of the area notified under Section 7A,” highlighted the audit report.

Apart from this, the audit report has also pointed out massive encroachment in ‘setback’ areas- essentially the minimum distance which a building must be set back from a street – and internal roads for movement of fire tender vehicles in various parts of Gurgaon city.

This requirement of internal roads was for free mobility of fire tenders in the event of any emergency. Thus, the hazardous encroachment should have been detected and ordered to be removed at the time of physical visit for granting of the occupation certificate, the report added.
