No Cc To Bldgs If Trees Hacked Illegally At Construction Sites, ET RealEstate

KOLKATA: In a bid to prevent rampant felling of trees to facilitate construction of buildings, the Kolkata Municipal Corporation (KMC) buildings department has decided to withhold issuance of the completion certificate (CC) to a housing project or an individual building if the real estate developer or the owner of the land is found to have allowed hacking of trees without the civic body’s permission.

Until a developer or an individual owner of land is issued a CC, a housing project or a residential building lacks the legal status, and the promoter/ individual owner can’t apply for water supply or a drainage connection without it.

Officials of the buildings department at the civic body’s headquarters and in the boroughs have been instructed to visit the construction site as a building plan is submitted by the architect. “We have asked our department officials to go to the construction sites and tally the number of trees that have been shown in the building plans and the actual number of trees existing at the site. If the state forest department and the KMC parks department grant permission for cutting of trees, the developer can go for it. But we will again pay a visit to the site once the building is constructed to check the number of trees that were supposed to be spared. We will accordingly decide on the issuance of CC,” said a KMC buildings department official.An official in the KMC parks department said they would join hands with the buildings department to stop chopping of trees in the name of construction.

“From time to time, we need to issue permission for cutting of trees keeping in mind the construction needs. But taking advantage of our NOC, a section of developers destroy greenery at will. From now on, we will send the buildings department the exact number of trees that can be felled. Together with the buildings department, we will need to keep a vigil on the construction sites and watch if trees are being hacked beyond the sanctioned number. If we find any deviation, we will lodge an FIR and request the buildings department to withhold the CC, without which the developer can’t sell flats,” said the KMC parks department official.

According to the official, mayor’s office has alerted the department on maintaining a strict vigil in the wake of chopping of trees at Rowland Row without permission. The KMC parks department has lodged an FIR at Ballygunge police station against illegal hacking of trees.
