New Master Plan Applicability To All Wards Raises Concerns, Real Estate News, ET RealEstate

THIRUVANANTHAPURAM: With the city corporation publishing the draft master plan 2040, a circular has been issued to the engineering wing to process the building applications in accordance with the new plan for all the wards. However, there is lack of clarity regarding application of the draft master plan for all the wards in the city.

The town planning department’s stand, quoting relevant provisions from Town and Country Planning Act, that until the published master plan gets sanctioned, the old published master plans will still be in effect, makes it tricky for the city corporation.

However, the city corporation’s sanctioned master plan of 1971 is not applicable for all the 100 wards. While the present total area of the corporation is 214.86 sq km, the sanctioned master plan covers less than 75 sq km. In 2021, the city corporation had directed the engineering wing to follow the interim development order for all the wards based on high court orders and on the contention that the areas earmarked under the sanctioned master plan of 1971 had undergone drastic changes.

Now the new circular makes the draft plan applicable for all the wards, but it is not in tune with the provisions of the Town and Country Planning Act, the officials pointed out.

This has led to confusion regarding which plan to follow because a project permissible in one ward under the sanctioned master plan may be restricted according to the regulations in the newly published master plan.

The existence of a sanctioned master plan, one interim development order, two sanctioned area development plans, 12 sanctioned DTP schemes, a sanctioned layout redevelopment plan, one sanctioned road development scheme, 10 published DTP schemes has brought about quite a great deal of ambiguity for the plan implementers and the citizens, the report prepared by the town planning department points out.

While the circular demands the engineering wing to process all building applications received after June 2 in accordance with the provisions of the new master plan, there is confusion as to what plan shall be followed for applications received prior to June 1. The new master plan was published on June 2. This could further complicate the situation, officials said.

Two area development schemes – one for Kovalam-Vizhinjam and another for Medical College area -were also prepared and sanctioned by the state government. Besides, 12 detailed town planning schemes are also in effect.

As per the existing provisions, these schemes would be revoked once the published master plan is sanctioned. The draft master plan 2040 proposes revoking the detailed town planning schemes.
