NDMC starts door-to-door survey for property tax assessment, ET RealEstate

NEW DELHI: New Delhi Municipal Council (NDMC) has started a door-to-door survey of all properties in its area to verify the information provided in the property tax records by residents. In a public notice issued recently, it said that the survey was mandatory and would continue for a month.

“All the properties, including land and building, within the jurisdiction of NDMC i.e. houses, shops, plots, commercial buildings and other properties will be surveyed during the month of July. The officials of the property tax department will carry out the survey. It is incumbent upon all residents to provide information related to his/her properties to the officials of NDMC. It is also requested to keep ready the required documents related to properties at the time of survey,” stated the NDMC public notice.

The assessment list for the year 2023-24 has been prepared on the basis of the tax returns filed by the owner, occupier and the lessee last year (2022-23). After preparing the list, NDMC had also invited residents to verify the details after visiting the property tax office at Palika Kendra and submit their objections in May. Preparing the assessment list is an annual exercise carried out as per Section 70 of the NDMC Act.

“We carry out the door-to-door survey usually after a gap of 4-5 years, as changes happen in the properties in terms of their size and structure,” said an NDMC official

Though we take out the assessment list every year and the general public is invited to visit and check these records, but many a time, not all taxpayers can participate in the exercise,” the official said, adding that there are over 16,000 taxpayers in their jurisdiction.

The total property tax collection in NDMC in 2022-23 was Rs 932.5 crore in comparison to Rs 951 crore in 2021-22. In 2020-21, the collection was Rs 690 crore, in 2019-20, it was Rs 687 crore and in 2018-19, Rs 638 crore was collected. In NDMC areas, there are mostly four types of usage of properties, including residential occupied, commercial self-occupied, tenant and commercial tenant.
