Kaveri 2 turns a hurdle to property registration, Real Estate News, ET RealEstate

HAVERI: The previous BJP government launched Kaveri 2, a pioneer system for property registration across the state. However, it has been facing frequent technical glitches, leading to shutdowns.

While shutdowns have been reported from various sub-registrar offices across the state, the revenue officials are alarmed as state-wide shutdowns have been delaying the registration process. The department of stamps and registration is struggling with multiple technical issues.

The impact is such that only 25 per cent of registrations are being accommodated every day. Only 15-20 property registrations are being done in Haveri and other sub-registrar offices in the Haveri district instead of 70-80 each day. Most stamp vendors are not aware of the new system and even the public is also not showing interest to adopt it. The public will have to wait one or two weeks for their property registrations to be completed due to the new system.

Complaining about Kaveri 2, Haveri resident Nagaraj Neelannavar said: “Earlier, we used to get property registration done on the same day the process was initiated. Now, it takes at least one week because all the required processes are to be done outside the sub-registrar’s office. It is a huge inconvenience for people because the server is always down and we cannot move even one document through the web. The department’s higher authorities should fix the issue as early as possible,” he demanded.

“Kaveri 2 is a web-based application developed by the Centre for smart governance and that was launched on February 1. The government introduced this new system for property registration so that it can be smooth and transparent. The new web-based application, which is expected to save time for the public, will work in three phases – pre-registration, registration, and post-registration. People are expected to come to the sub-registrar’s office only for registration after scheduling an appointment. However, this new system is facing server issues because it was launched just a couple of months ago,” shared an officer in the sub-registrar’s office in Ranebennur of Haveri district.

He said it has become a hurdle for people as many stamp vendors are hesitating to adopt this system. “We have deployed our computer operators to train them on uploading documents onto the website and it is streamlining gradually,” he claimed.

Pavan Pandit, district registrar of Haveri, asserted that with the new system in place, the government expects tripling of registrations daily as per-registration work in this system is completed before the appointment. However, it is facing an initial hurdle, which will be solved soon. “Stamp vendors and the public need to extend their support to this people-friendly system,” he urged.
