Delays in registering of sale deeds at sub-registrar office irk citizens, ET RealEstate

PANAJI: The online Generic Documents Registration System currently used for registering sale deeds at various sub-registrar offices in the state has done little to end the inconvenience caused to applicants.

In fact, applicants complain that they are being made to pay for appointments at Panaji and Margao and have to wait for nearly a month to get copies of sale deeds. The problem is acute at Mapusa, Panaji, and Margao where property transactions are the highest in the state.

“The user experience with the new system is painful. After spending so much money on a digital system, there is no benefit for the common person,” said an applicant who is waiting for a copy of his sale deed.

The department admitted that the staff is struggling to keep up with the number of daily requests for the registration of documents.

“Per day, we can register 44 sale deeds which means that our staff has to scan 8,000 pages a day,” said state registrar Parag Nagarcenkar. “The major problem is in Bardez.”

The department said that the logjam is caused by the existing document scanners which can scan just eight pages per minute.

“We are aware of the situation and we are going to solve the problem by yearend,” said Nagarcenkar. “We are in the process of tying up with the department of IT through an MoU to install high-speed scanners.”

In August, Nagarcenkar received complaints that civil registrars/sub-registrars were harassing citizens. The registration department had issued a stern missive, warning of action if people were made to run from pillar to post. That did not change the circumstances, claim applicants.

“The online system is not working properly. Even the mutation is not happening the way the department said it would,” said Nitin Kunkolienker, a technocrat. “There is harassment, but no action is being taken.”
