HYDERABAD: The Telangana government has told the defence ministry that it will not accept a partial merger of the civilian areas of the Secunderabad Cantonment Board (SCB) into the Greater Hyderabad Municipal Corporation (GHMC).

Speaking to TOI, municipal administration minister KT Rama Rao said on Saturday that the defence ministry wanted to keep certain developed areas of the SCB with itself even after the merger, a move the state government would not agree to.

“The Centre had indicated that some civilian areas with infrastructure issues of water supply and other problems, such as Rasoolpura and those near Marredpally colonies would be merged with the GHMC. They want to keep some plush areas with SCB. If the merger happens, all civilian areas must be handed over to the state in toto,” KTR said.

A preliminary report prepared by the eight-member excision committee submitted to the defence ministry says about 2,600 acres of civilian land would be transferred to GHMC. This includes 350 residential colonies, 16 bazaars, 414 acres of central government land, 501 acres of leased land and old grant sites and 260 acres of vacant land parcels.

As much as 5,660 acres of defence land would remain with the SCB and Local Military Authority (LMA). Another committee said only 16 civilian bazaars should be merged with the GHMC and the rest should be kept with SCB.

KTR said he was of the opinion that the cantonment areas should be moved out of civilian areas and located away from the city to avoid inconvenience to residents.

“Secunderabad cantonment was established in the present areas when it was on the outskirts of the city. Now, the city has expanded and military areas are surrounded by hundreds of residential colonies. The Centre must take a policy decision on shifting all cantonment areas out of cities in the country.”
