Andhra Pradesh first in country to complete land survey in 4,000 villages, ET RealEstate

VISAKHAPATNAM: Andhra Pradesh became the first state in the country to complete the land reserving operations in 4,000 villages through the ‘YSR Jagananna saswata bhu hakku, bhu raksha scheme‘ in the shortest time ever.

Land records are provided in digital format with latitudes and longitudes with an accuracy of 10 centimetre. As part of the scheme, the government is providing survey stones on the boundaries of agricultural lands, free of cost, besides creating tampering-proof documents. According to officials, records cannot be changed without the knowledge of the landowner. The problem of double registrations does not arise at all, they said.

Updating the land records from time to time, mutation services, and subdivision process before registration are also integral parts of this scheme. Advanced hybridised technologies like aircraft, helicopter, drone, rover, and CORS network are being used to provide clear boundaries to the farmers.

While the aircraft, helicopters and drones are used as part of the preparation of orthorectified images, a network of CORS and rovers are used for ground truthing and ground validation.

Survey, settlement, and land records commissioner Siddharth Jain said that there are 17,595 villages in the entire state.

“The drone fly is not applicable for 4,135 villages. The process was completed in 12,836 villages. It means that 95 percent of the villages have been already covered. We have targeted to complete the drone flight in the remaining 624 villages by October 15,” Jain added.

“A progress was registered in terms of the 2,000 villages that were targeted in the first phase. Two lakh mutations took place in these villages. About 4.3 lakh new survey subdivisions were set up. Nearly 19,000 border disputes were resolved. As many as 25 lakh boundary stones were laid. Significant achievements were also recorded in 2,000 villages that were covered in the second phase,” he said.

If the landowner cannot attend the resurvey process in person, various opportunities are made available to them to attend the resurvey. The survey teams are recording farmers’ statements through WhatsApp video call, Zoom, and other audio-visual media.
