CHANDIGARH: In yet another scam, 7,200 square feet of commercial land worth Rs 450 crore owned by Haryana Shehri Vikas Pradhikaran (HSVP) near GT Road in Panipat has fallen prey to the land mafia allegedly with the connivance of revenue officials as well as HSVP staffers.

The scam came to the fore when a complaint was moved by Joginder Swami, a resident of Panipat’s Sector 6, to the HSVP, wherein details of the malpractice were mentioned.

This prompted HSVP administrator to write to the chief vigilance officer last week, asking him to initiate criminal proceedings against the “land sharks” and errant officials, besides restoring possession of the land to Haryana’s urban planning agency.

As per the people aware of the matter, a piece of land measuring more than one acre in Taraf Ansar village of Panipat was acquired by the land acquisition collector in 1992.

Despite the mutation of most of the land being done “in the favour of HSVP (formerly Haryana Urban Development Authority)” to carve out commercial areas, the land remained unused. With the passage of time, several private parties in collusion with local revenue officials indulged in the sale-purchase of the said land, the complainant said.

In government records, the land belongs to the HSVP. However, barring one small area, the rest of the land was not fully mutated. It came to the fore when the HSVP did not found the mutation of entire land in its favour, but in the names of some individuals.

Officials said the HSVP authorities have found out four sale deeds of the same land in the name of at least half a dozen private persons between 2002 and 2020.

“Rest of the documents detailing the magnitude of the scam have been annexed to the complaint moved by the HSVP administrator,” they added. “Besides revenue officials, role of influential persons in the entire scam cannot be ruled out,” said one of the HSVP officials.

Referring to role of revenue officials, people privy to the development claimed that since 2018, land acquisition collector, Rohtak, had been seeking report from tehsildar of Panipat, but no record had been furnished.

Similarly, on the involvement of Panipat estate office employees, the above quoted people said they had been concealing information and giving misleading statements at various government platforms about the status of the land. “Now, since the matter has come to its knowledge, HSVP is duty bound to restore the possession in its favour and further action will be followed,” said another official.
