Navi Mumbai Municipal Corporation Submits First Development Plan for Government Approval, ET RealEstate

NAVI MUMBAI: For the first time in its 33 years of existence, the Navi Mumbai Municipal Corporation (NMMC) has submitted a development plan (DP) seeking state govt approval.

So far, NMMC used to follow the DP prepared by Cidco.

The approval process for the development plan under the Maharashtra Regional and Town Planning Act, 1966, Section 26(1), was initiated on August 10, 2022. The proposed plan has 16,194 suggestions and objections received from residents and organisations.

The Planning Committee constituted by govt scrutinised these suggestions and objections and submitted its report to the municipal commissioner on February 16. Based on the committee recommendations, the commissioner granted approval to publish the modified DP.

The proposed modifications involve reconsidering the reservation of land for development plans in response to a request from Cidco (City and Industrial Development Corporation). The DP originally proposed 625 reservations, and after considering the committee suggestions, it is now proposing a total of 537 reservations.

The plan covers various aspects such as sports facilities, school redevelopment, improvement of public amenities, changes in zoning regulations and land reservations to facilitate development, and specific areas highlighted for development include playgrounds for children, redevelopment of buildings, and reserved spaces for animal cremation in Nerul.

Significant changes proposed in the DP are inclusion of previously excluded land in Airoli, Dighe, Ilthanpada, Borivali, Adaiwali, and Bhutavali villages for micro-planning to reserve land for roads and public amenities required for development.

Amendments to the Development Control and Promotion Regulations applicable to Navi Mumbai include an increase in floor space index (FSI) for sports facilities, and reconfiguration of schools affected by Cidco development and granting permissions for construction on land included in sports complexes.

It has addressed constraints in redeveloping buildings in Cidco-developed areas by proposing changes related to open spaces and public amenities.

“These modifications aim to facilitate the overall development of the Navi Mumbai region and provide relief to landowners affected by Cidco’s development initiatives. The finalised list of changes is available in newspapers and official publications, along with visual representations on maps for public review,” an official said.
