GUMLA: The Gumla administration has started holding deputy commissioner’s (DC) court in villages where people can feel free to put forth their cases related to Chhotanagpur- Tenancy Act ( CNT). The Act restricts transfer (selling, buying and giving away on lease) of tribal land to non-tribals in Jharkhand and DCs are the custodian of tribal land.

One court was held in remote mining area of Bimarla village under Ghaghra block, 50 km from the district headquarters in Gumla, on Monday. The court is being organised in areas where mining companies seek tribal land on lease from tribal raiyyats.

Previously, CNT court was being held in district headquarters, but Gumla DC Karn Satyarthi, who came up with the idea of village courts, felt the move was important as tribals usually are not vocal in court of district headquarters. So, he decided to go down to their habitations and talk directly to them to ensure whether they willingly wish to transfer their plots on lease to the companies or doing it under pressure.

Satyarthi idea is to talk freely to raiyats in order to know whether they actually intend to give away land to companies. On Monday, hearing on at least three petitions of raiyats was completed by the DC and appropriate rate of rent on lease was given to them by him.

Satyarthi also heard raiyats in Gurdari court on January 8. “Villagers feel more comfortable to talk to me in their areas rather than in a court so we have started holding village courts,” Satyarthi said.

“We want to make sure that the locals don’t part with their land under pressure, rather understand it and then decide on their own if they wish to go ahead with it,” he added.
